This updates the Mewe inner-shell energies to the patch published by Camilloni et al. 2021, 2021RNAAS...5..149C. This update was done some time ago but forgotten (our repo was crashing down around our ears at about this time). I today redownloaded the original files from the exchange with the authors, and the patch file posted on goups.io, and verified that the changed file is exactly what was intended by that paper I am running the test suite now but the email exchange at the time indicated that this had no effect. We probably do not monitor these inner shell lines. If ok'd, i will do this merge after running the test suite.
